In April 2017, the publication of what is known as the "Airbnb Decree" allowed cities with more than 200,000 inhabitants to require short-term rental owners to register with their local town hall. Like Paris, Bordeaux, or Lyon, the city of Biarritz requires certain declaration procedures for all seasonal rentals listed on major booking platforms such as Airbnb and Booking.com.
Do I need to register my vacation rental with the city hall?
Short-term renting in the city of Biarritz involves certain obligations, such as obtaining a registration number. Indeed, as soon as you rent out your primary or secondary residence for short periods, you must declare your property to the Biarritz town hall. To do this, the Basque municipality has set up a declaration form for furnished tourist rentals, which you can fill out and return to the dedicated department. When completing your declaration, you will be asked for several pieces of information, such as the address of your primary residence, the address of the property to be rented, its layout, rental periods, and the recipient of the tourist tax.
How do I obtain my registration number for my short-term rental in Biarritz?
Like Paris, Lyon, or Bordeaux, the city of Biarritz has made the registration number mandatory for all listings on booking sites such as Airbnb, Booking.com, or Abritel. You can obtain your registration number by filling out the rental declaration form. Once the town hall has received your declaration, a 13-digit registration number will be assigned to your seasonal rental. Once you have received it (the process can take up to 3 weeks during peak periods), you must include it on all your listings or send it to your Airbnb concierge service to ensure you are renting legally.
How do I pay the tourist tax in Biarritz?
In accordance with the articles of the General Code of Territorial Collectivities, anyone renting out their apartment or house for short-term stays must pay the tourist tax. This process allows the city of Biarritz to welcome tourists under optimal conditions to ensure they have a unique stay in their seasonal rental. For this reason, a tourist tax of €0.50 per person per night must be paid to the city for each rental. The declaration and payment of your tourist tax depend on the platform where your listing is published:
- Airbnb, Abritel, Homelidays, and Homeaway collect the tourist tax directly and are responsible for paying it to the city of Biarritz; however, you must still declare the number of travelers and nights rented to ensure proper tracking of payments. Other booking platforms such as Booking.com or Club Welkeys have not yet automated this collection, so you must complete your declaration and pay it directly to your town hall.
In Biarritz, you must pay the tourist tax either monthly or quarterly, but always within 10 days after the end of each period. Here are the deadlines set by the Biarritz town hall:
- April 10 for tax collected during the 1st quarter of the year
July 10 for tax collected during the 2nd quarter of the year
October 10 for tax collected during the 3rd quarter of the year
January 10 for tax collected during the 4th quarter of the year
